BOARD OF COMMISSIONERS

The Board of Commissioners of the City of Burkburnett, Texas met in a special called meeting on Monday, January 29, 2001 at 5:00 p.m. in the Council Chambers of the City Hall, 501 Sheppard Road, Burkburnett, Texas. The meeting was open to the public with notice being given in compliance with the Open Meeting Act. The following Commissioners were present:

Charlene Lewis Commissioner

Commissioners Pat Yarmoski and Tommy Antwine were absent.

Other's present were: Mike Slye, City Manager; Trish Holley, City Secretary; Dale Lewis, Director of Administration; Gordon Smith, Director of Public Works; Nita Lax, Park Advisory Board Member and Ronnie Rucker representing Eastern Development Company.

Item 1. Mayor Vincent called the meeting to order; open to the public and welcomed the visitors.

Item 2. Mike Slye, City Manager introduced Nita Lax to the Commissioners. He stated Mrs. Lax has been working on a city flag and is here to present it tonight.

Mrs. Lax presented a drawing of the flag she designed. The background color is black, lettering in white for 1907 (year Burkburnett was founded) and gold lettering for the city name.

After much discussion, a motion was made by Commissioner Mike Tugman, seconded by Commissioner Matt Patterson to have the flag made professionally with Mrs. Lax overseeing the exact details and colors. Motion carried unanimously.

The Commissioners thanked Mrs. Lax for the time she spent creating the flag.

Item 3. Mr. Slye introduced Ronnie Rucker representing Eastern Development Company.

Mr. Rucker gave an overview of a market study for a proposed apartment community located along I-44 in Burkburnett. He highlighted the cost of the units, number of units, construction time and financing.

Mr. Rucker recommended to the Commissioners to begin by developing a Housing Finance Corporation Board consisting of 3, 5 or 7 people. Once the board members are in place and bylaws have been created then purchase the land. He explained the benefits of lower interest rates with the help of HUD backing and how a management company manages the complex.

After much discussion, the Commissioners thanked Mr. Rucker for his presentation.

The Commissioners asked Mr. Slye to contact the following people and see if they would be willing to serve on the Housing Finance Corporation. They are: Barney Fudge, Russell Miller, Jeep Ellett, Walt Bradshaw, Bob Franklin, Jerry Hayes, Randy Hunter and Lyn Seebo. They will be appointed at a later time if they agree to serve.

Item 4. There being no further business the meeting was adjourned.
